This also explains why in USA a lot of things are not legalized till age 21.  Side note: Men also do not have a fully developed brain until between 35 and 40, which could be why most men do not marry until that age. For a women its around 25.  This also explains why no child in college today is capable of making well informed decisions, and don't use critical thinking or understand logic.
