Peter called Paul's writings part of the other Scriptures [beyond the OT], he was already referring to Paul's writings as Scripture, and Paul referred to Luke's writings as Scripture. He even quoted Acts as, as much as canonical status as the book of Deuteronomy. And then in 1 Cor. 4:6 Paul instructs that you may learn from us the meaning of the saying, do not go beyond what is written. So there's already a saying in the church, right at the beginning, about tradition, good tradition, and it clearly tells us not to go beyond what is in Scripture.
